Comptroller and Auditor General of Bangladesh

Mr. Md. Nurul Islam, a distinguished civil servant, assumed office as the 13th Comptroller and Auditor General of Bangladesh on July 26, 2023. Prior to this esteemed position, he served with excellence as the Controller General of Accounts (CGA) for over two and a half years. He was a member of the Bangladesh Civil Service (Audit and Accounts) cadre, belonging to the 8th batch.

Mr. Islam's educational background includes completing his HSC from Notre Dame College and earning a Bachelor's degree (BSS) and a Master's degree (MSS) in Public Administration from the faculty of Social Science, University of Dhaka.

Throughout his illustrious career, Mr. Islam has held significant roles in various government departments and offices. Some of his notable positions include Controller General Defence Finance (CGDF) and Senior Finance Controller (Army) in Defense Finance Department, Additional Director General (Finance) in Bangladesh Railway, Additional Controller General of Accounts (Admin), Director General of different audit directorates, and Chief Accounts and Finance Officer (CAFO) in different ministries and divisions.

As the Controller General of Accounts, Mr. Islam spearheaded a transformative journey, turning the CGA office into a modern, digital, and people-centric institution. Under his leadership, numerous groundbreaking initiatives were implemented successfully. These initiatives include the comprehensive digitalization of the General Provident Fund for around  one million government employees. Furthermore, he ensured that 100% of respected pensioners receive their pensions through Electronic Fund Transfer (EFT) within the first week of each month, enhancing convenience and transparency in the disbursement process.

Mr. Islam's dedication to providing respectful and prompt services to all service-recipients including pensioners led to the establishment of One-Stop Service Cells in all pay and accounting offices throughout the country. These cells prioritize service delivery with dignity, courtesy, sincerity, and utmost dedication, earning widespread appreciation across the country. Additionally, he  leveraged the use of Magnetic Ink Character Recognition (MICR) cheques in payment systems, optimizing the government's cash management system.

His commitment to excellence and good governance as the Controller General of Accounts earned him the National Integrity Award from the Ministry of Finance in 2022. This recognition acknowledged his sincerity, competence, efforts, integrity, and dedication in serving the nation.

Throughout his career, Mr. Islam actively participated in various domestic and international trainings, seminars, and conferences. He received training on Development Administration, Sustainable Development Goals–Our Work on the Sustainable Development Goals in Bangladesh, Modern Auditing, Performance Audit, Procurement Audit, Environment Audit, ICT Audit, Service Delivery Improvement, and Public-Private Partnership from esteemed institutions in India, Italy, the UK, Canada, Malaysia, and South Korea.

Apart from his professional achievements, Mr. Md. Nurul Islam is also a proud father  of a daughter and a son.

His commitment to public service and dedication to improving public financial management systems have left a lasting impact on the nation's governance and accountability. His vision is to strengthen the nation's financial oversight mechanisms, promoting responsible governance and efficient use of public funds. With a strong commitment to transparency and accountability, Mr. Islam aims to lead the Office of the Comptroller and Auditor General with utmost sincerity.
